What To Do In Case Of Refusal In The Residence Permit
Turkey attracts with its warm temperate climate, diverse landscape (sea, mountains, plains), historically interesting places, facilitated bureaucratic processes, low property taxes and transport accessibility. In this regard, there was a large influx of migrants from Syria, Iran, Russia, Ukraine, Kazakhstan due to geopolitical and domestic economic reasons in these countries.
Recently, cases of refusal to grant a residence permit of the Republic of Turkey to foreigners in some regions of Turkey have become more frequent. Moreover, this applies to those who are the owners of housing and those who are rented.
The first stage of tightening was introduced on July 1, 2022, when residential areas were closed, where the percentage of the foreign population began to exceed 25%. Today it is 1200 districts throughout Turkey. The list of closed areas can be viewed in the table by clicking on the link
As of June 2023, almost 100% refusal is received by those applicants who apply for a primary lease in both open and closed areas. Initial property ownership (TAPU) applications in closed areas are also denied.

After receiving a refusal to issue a residence permit in Turkey, a foreign citizen must leave the country within 10 calendar days. It is important to know that 10 days are counted from the day you receive a certificate of refusal in the ikamet card. If a foreigner leaves the country within the period established by law, he does not violate the migration rules in this way and can re-enter the country as a tourist. At the same time, when leaving, the passport control officer individually decides who to write out only a fine, and who to put an entry ban for a period of 3 months to 5 years, depending on the length of illegal stay in Turkey. We recommend that you pay the fine issued immediately and keep the receipt, as in case of non-payment, deportation is immediately placed. The fine is paid only in cash before leaving. It is imperative to clarify with the officer when you can enter Turkey again.
Illegal stay of a foreigner is considered from the day after the end of the visa-free entry or the validity of the residence permit card (ikamet) until the day of crossing the border when leaving Turkey. It is during this period that the fine is charged. The cost of the fine can be viewed at the link here
Submission of a new application for the same type of residence permit after an officially received refusal is possible only after 6 months. However, a foreign citizen can immediately apply for another type of residence permit. For example, you have been denied rent, you can buy a property or go to an educational institution or marry a Turkish citizen.
